Viewing PDF and Other Files

Most documents on our website are posted in one or more of four (4) formats: HTML (.html or .html), Microsoft Word (.doc or .docx), Microsoft Excel (.xls or .xlsx), or Adobe Acrobat (.pdf). Viewing an HTML document requires no additional software and can be viewed through your favorite web browser. Viewing a Microsoft Word document or Microsoft Excel Spreadsheet requires that you download the document and open it in either Microsoft Word or Microsoft Excel. Viewing an Adobe Acrobat document requires the latest version of Adobe Reader for either online or offline viewing or a web browser that supports opening a PDF document (not recommended). Downloading a document requires that you right-click on the file and select "Save Link As" or use the File/Save As option on your browser's toolbar.

Adobe Reader enables online viewing of PDF documents through your favorite Web browser, such as Google Chrome or Microsoft Edge. This means that you will not have to launch the Adobe Reader application separately after downloading PDF documents because they will automatically be opened by the web browser. You may still download and view the document offline through the Adobe Reader without the browser if you choose to do so. Download the free Adobe Reader designed for your operating system or platform. Be sure to uncheck the add-ons on the download page as they may interfere with your computer. There is a known problem with certain web browsers that causes PDF files not to display completely or not to display at all inside your browser window. The general solution is to configure your computer to display PDF files in a separate PDF application, such as Adobe Reader, rather than within a browser window.

In order to set Adobe Reader to the default PDF reader, follow the instructions below:

For Windows 10/11

  1. Locate a PDF file on you computer
  2. Right click the file > then click Properties
  3. Look for "Opens With:" in the Properties window
  4. Click the Change button
  5. In the list that opens, choose Adobe Acrobat Reader
  6. Click OK to save this setting

For MacOS

  1. Locate a PDF file on your computer
  2. Right (CTRL+Click) Click the file > then click Get Info
  3. In the property window that appears, look for "Open With:"
  4. Click the Drop-Down menu and select Adobe Acrobat Reader
  5. Click the Change All... button to apply this setting to all PDF documents on your computer
  6. Click Continue on the dialogue box that appears

Even though your favorite web browser may display PDF files within the web browser, we strongly recommend that you use the Adobe Acrobat Reader application instead.

If you are still unable to view a PDF file on your computer, you can get more troubleshooting information from the Adobe Web site.

Google Chrome: Please note that our site currently does not support Chrome's built-in PDF Reader. You may select another browser to view Forms, or disable the Chrome PDF Reader and select an alternate PDF Reader. To disable the built-in viewer, please read Chrome's latest Help section on "PDF viewer".

AOL Users: While the AOL browser does support the Adobe Reader, there is a technical problem within the browser that prevents it from displaying PDF files online. This means that, if you are using AOL, download and save the PDF file to your hard drive and open it with the Adobe Reader or consider using an alternative Web browser.

Some files are provided in the Microsoft Excel format. To view these files, you will need to download the file(s) to your computer and open them with Microsoft Excel or another compatible spreadsheet program. If we think that downloading a large file is likely to be problematic, we will provide it as a compressed zip file in a ".ZIP" format. Before you can view a ".ZIP" file, you will need to decompress or unZIP it with a utility like WinZip or 7-Zip.
