POSITION:
HUMAN RESOURCES GENERALIST
QUALIFICATIONS:
- Bachelor’s Degree required; Master’s Degree preferred.
- A minimum of three (3) years experience; five (5) years preferred. Experience in Human Resources in a school setting preferred with progressive responsibility.
- Knowledge of personnel administration principles and practices: employee classification, recruitment, selection, training, equal opportunity employment, discipline, benefits and employee orientation.
- Demonstrates leadership with a management perspective.
- Ability to establish and maintain effective working relationships with employees and the public.
- Knowledge of school policies and procedures, N.J.S.A. 18A and N.J.A.C. 6A
- Knowledge of the NJ Department of Education’s certification, observation, and mentoring program.
- Knowledge of State and Federal: FMLA, NJFLA, NJFLI, Worker’s Compensation, COBRA, Chapter 44, and Unemployment claims.
- Knowledge of methods and techniques of data collection, research, and report preparation.
- Ability to promote and follow Board of Education policies, collective bargaining, building and department procedures, protocols, and guidelines.
- Knowledgeable and proficient in Microsoft Office 365, Human Resources Information Systems, preferred BoardDocs, Edu-met, Applitrack, AESOP/Frontline, and Artemis.
- Knowledgeable of State and Federal reports.
- Excellent verbal and written communication skills.
- Required criminal history background check and proof of U.S. citizenship or legal resident alien status.
REPORTS TO:
The Human Resources Generalist reports to the Executive Director of Human Resources.
JOB GOAL:
To assist and support the Executive Director of Human Resources in their role and responsibilities by maintaining a thorough and efficient operation, supervising, and assigning work to office staff under the direction of the Executive Director of Human Resources.
PERFORMANCE RESPONSIBILITIES:
- Assists the Executive Director of Human Resources in the preparation of the annual budget by effectively monitoring the budget and expenditures.
- Perform assigned duties using independent judgment and personal initiative.
- Serve as a link between management and employees by handling questions, interpreting, and administering policy/contracts issues.
- Assists with managing benefit enrollments, status changes, and terminations.
- Assists the Business Office with Personnel/Salary Rollover process.
- Prepares and maintains all employee contracts, computations, records, and rehire
lists.
- Attends and participates in employee disciplinary meetings, terminations, and investigations.
- Assists with employee recruitment, interviews, job offers, and reference checks.
- Assists with maintaining the Applitrack system for job postings and applicants for interviews.
- Assists with collection and compliance monitoring for all appropriate federal and state regulations and reporting (EEO-5, JOLT, SMID, etc.).
- Assists with internal distribution, coordination, and posting of human resources materials, as assigned.
- Prepares and maintains the personnel section of the Board Agenda.
- Prepares, updates, and maintains documents and reports on the bargaining units.
- Prepares and maintains the district’s organizational chart.
- Communicates with the State Department of Education and County Education Department regarding teacher and substitute certification issues.
- Process all emergency certificates, certificates of eligibility, certificates of advanced standards, provisional, and standard certificates.
- Coordinate and conduct mentoring workshops and assist with mentor selection.
- Maintain mentoring process of staff, tracking evaluation ratings, mentoring logs, mentoring fees, and applications for provisional, emergency, and standard certificates.
- Updates and maintain certifications through NJ Homeroom in the Provisional Licensure Registration Management System (PLRMS).
- Process and prepare legal documentation under the direction of the district’s legal counsel.
- Oversees record retention and submit through ARTEMIS for the department.
- Collaborate with the advertising recruiter to post vacancies on career websites, newspapers, and social media.
- Process and keep confidential any personnel matter that may involve students, staff members, vendors, and parents.
- Performs such other duties as required or assigned in the office in the presence or absence of the Executive Director of Human Resources.
TERM OF EMPLOYMENT:
12 Months. Salary determined by the Board of Education.
EVALUATION:
Performance will be evaluated in accordance with Board policies and procedures on the evaluation of non-certificated staff.
