POSITION:

School Business Administrator

QUALIFICATIONS:

  1. New Jersey School Business Administrator Certification.
  2. Knowledge of school law, state law reporting requirements GAAP, regulations and procedures as they pertain to the position.
  3. Certified Public Accountant
  4. Knowledge of statutory requirements and accepted practices in school district finance, insurance, purchasing, transportation. Food services, facility planning and plant operations.
  5. A minimum of three years of successful management experience, preferably in the area of school finance.
  6. Required criminal history background check and proof of U.S. citizenship or legal resident alien status.

REPORTS TO:

Superintendent of Schools and Board of Education.

JOB GOAL:

To ensure efficient operation of the Board of Education, assist in the administration of the fiscal affairs of the school district and act in compliance with federal and state laws, directive and school board policy in a manner that will ensure adequate internal controls

PERFORMANCE RESPONSIBILITIES:

  1. Safeguard and maintain all reports and papers of the board and implement a system of acceptable recording and filing that will guarantee the safety and availability off all minutes of meetings, reports, contracts and other such documents as the board may place in the secretary's custody.
  2. Notify all board members and other required staff members of all regular and special meetings.
  3. Record all proceedings of board meetings and handle all correspondence of the board.
  4. Perform all duties related to school election as required by law.
  5. President at annual reorganization meetings of the board until a president is elected and administer the oath of office to newly elected board members.
  6. Act as the chief financial officer of the school district.
  7. Serve as general accountant to the board, keep detailed and accurate accounts of all financial transactions an provide the board with appropriate written reports.
  8. Act as the certified purchasing agent for the school district.
  9. Assume responsibility for audit of all claims, invoices and demands against the board, present them for approval and forward to the school treasurer for payment.
  10. Reports monthly to the board on the status of all accounts.
  11. By August 1, report to the commissioner the amount of interest bearing school debts of municipality and the district, with rates of interest dates of bond issues and the due date.
  12. Development of the school annual budget and the coordination of the budgets for all departments.
  13. Examine all request to transfer funds and make recommendations to the superintendent and school board.
  14. Supervise all payroll activities.
  15. Plan for the maintenance and custodial care of physical facilities.
  16. Prepare and supervise the implementation of the districts five-year facility plan.
  17. Implement the district transportation plan.
  18. Provide a nutritious and cost-effective food service program.
  19. Cooperate with the independent auditor as necessary to coordinate and maximize the effectiveness of internal controls.
  20. Cooperate in negotiating contracts with all recognized collective bargaining units.
  21. Keep the Superintendent informed regarding progress and any potential problems within the division.
  22. ls custodian for all government records other than records concerning students or district employees.
  23. Perform other related duties as required by the position or assigned by the Superintendent.

TERM OF EMPLOYMENT:

12 months

EVALUATION:

Performance will be evaluated in accordance with Board policies and procedures on the evaluation of professional staff.
