Payroll Manager - Board

QUALIFICATIONS:

  1. Associates degree or minimum of ten (10) years of payroll experience in public school preferred.
  2. Continued professional growth through additional coursework, conferences and/or workshops.
  3. Knowledge of modern office practices, procedures, and the operation of standard office equipment.
  4. Knowledge of bookkeeping principles and practices and the ability to apply these principles to work situations.
  5. Ability to establish and maintain effective working relationships with employees and general public.
  6. Ability to maintain essential data, records and files.
  7. Must be computer literate.
  8. Experience on EDUMET Human Resource/Payroll System preferred.

REPORTS TO:

The payroll manager is directly responsible to the School Business Administrator.

JOB GOAL:

Under the direction of the School Business Administrator, is responsible for all activities pertaining to and maintaining a thorough and efficient payroll operation.

PERFORMANCE RESPONSIBILITIES:

  1. Set up and maintain computer payroll module for salaries and deductions for each employee.
  2. Preparation and maintenance of all deductions including computations, authorization forms, etc.
  3. Prepares all payroll settlements.
  4. Assists in negotiations and develops database for all salary guides according to collective bargaining agreements.
  5. Conducts all transfers for funds for general account, payroll account, Payroll agency account, cafeteria and bond and coupon accounts.
  6. Reviews all records for new employees, substitutes, extra contracts and rate changes for all employees, including retroactive pay as necessary.
  7. Prepares quarterly federal and state payroll tax return (ex. 941, UC 27 and WR 30, etc.) reports.
  8. Prepares payroll accounts to be charged against the budget account each month.

  10. Interfaces with Director of Human Resources to ensure that employees are properly placed on the salary guide and the appropriate funding account for budget purposes.
  11. Maintains a thorough knowledge of law, rules, regulations and procedures involved in the preparation of payrolls.
  12. Maintains a thorough knowledge of the tables, charts, listings, calculations, schedules and pay scales applicable to the preparation of payrolls.
  13. Assists the School Business Administrator with preparation of the personnel budget by itemizing all positions that appear on payroll together with the account number and notation of all vacant account numbers.
  14. Assists the accountant with the year-end close of payroll.
  15. Prepares and distributes W2s.
  16. Assists the School Business Administrator in preparation of statistical reports concerning such items and information for overtime expenditures and funds.
  17. Assists the School Business Administrator in all confidential matters related to budget preparations.
  18. Prepares all correspondence for all Board members as requested.
  19. Performs such other duties as required or assigned in the office, in the presence or absence of the School Business Administrator.

TERM OF EMPLOYMENT:

12 Months. Salary to be determined by the Board of Education.

Performance will be evaluated in accordance with Board policies and procedures on the evaluation of professional staff.
