POSITION:

Assistant Superintendent of Special Education & Student Services

QUALIFICATIONS:

  1. A Master's degree from an accredited college or university.
  2. A valid New Jersey School Administrator Certificate or eligibility.
  3. Knowledge of state and federal laws, regulations, procedures and reporting requirements.
  4. Ability to effectively administer Special Education programs and to work with parents, community groups and agencies.
  5. A minimum of 10 (years) as a Special Education Administrator
  6. Previous experience as a Special Education teacher and a Child Study Team member, required.

REPORTS TO:

Superintendent of Schools

JOB GOAL:

Oversee and supervise Special Education programs; oversee and supervise out-of-district placements, serve as liaison with Home School Association; member of Superintendent's Cabinet, oversee and supervise Child Study Team; work with principals and vice principals in the development of all Special Education programs; serve as a resource with regard to scheduling, school or class assignment, class load and pupil placement, as well as Special Education law. Oversee and supervise the Bilingual ESL Department as well as the Office of Student Services.

STAFF SUPERVISED:

Supervisor of Special Education, Child Study Team members, Speech Therapists, Director of Student Services, Director of Bilingual/ESL, and all other professional and support staff assigned by the Superintendent.

PERFORMANCE RESPONSIBILITIES:

  1. Ensures district-wide implementation of and compliance with all federal and state statutes and regulations related to Special Education.
  2. Provides leadership in the development, implementation and evaluation of district's Special Education program; coordinates and supervises related services and activities.
  3. Prepares and submits all federal, state and local reports on Special Education programs.
  4. Ensures the monitoring of all Special Education services and IEPs provided to the schools.
  5. Makes appropriate recommendations to the Superintendent for placement in other public or private schools for classified Special Education students as needed.
  6. Provides oversight in the scheduling and assignment of Child Study Team members, teachers, therapists and paraprofessionals to ensure compliance with all IEP mandated services.
  7. Conducts professional development, monitoring and evaluations of all physical therapists, occupational therapists, behavioral therapists and Child Study Team.
  8. Ensures the supervision and coordination of home instruction for homebound or hospitalized students.
  9. Directs the planning and appropriate staffing and supervision of the Special Education extended school year program.
  10. Conducts complaint investigations and makes recommendations for corrective action.
  11. Supervises and directs, through the building administration, the activities of the following: school psychologists, school social workers, school learning disabilities consultants, and speech therapists.
  12. Plans and implements procedures for student referral, identification, evaluation, eligibility, classification, IBP, placement, annual review and re-evaluation that comply with requirements for parental notice.
  13. Knowledge and use of IEP Electronic System, Genesis, NJ Smart and Semi.
  14. Collects, reviews, and analyzes Special Education student data on attendance, suspensions, dropouts, enrollment, transfers and assists with developing the evaluation of all schools as per State and County recommendations and Regulations.
  15. Holds parents and/or student conferences regularly to resolve disputes or issues.
  16. Interviews and recommends Special Education candidates.
  17. Keeps the Superintendent informed regarding progress toward goal achievement and any potential problems with the program.
  18. Directs creation of and edits for publication of all Special Education curriculum guides and materials with Special Education Teachers' participation during curriculum writing.
  19. Prepares and administers the budget for the Special Education Department.
  20. Oversees PreK-12 Special Education student enrollment to include new entrants as well as current students.
  21. Coordinates and implements social and emotional learning strategies for all PreK-12 students. Oversees professional development for staff to meet the social and emotional learning needs of all students.
  22. Establishes and oversees a district-wide Diversity, Inclusion, and Equity Advisory Team to ensure compliance with new State and Federal regulations.
  23. Oversees and monitors student support services district-wide.
  24. Oversees and monitors Bilingual/ESL/World Language Education.
  25. Performs all other related duties as required by the position or assigned by the Superintendent.

TERM OF EMPLOYMENT:

12 Months. Salary to be determined by the Board of Education.

EVALUATION:

Performance will be evaluated in accordance with Board policies and procedures on the evaluation of professional staff.
