POSITION:
Human Resource Benefits Manager
QUALIFICATIONS:
- An AA Degree or its equivalent
- Experience in all phases of administering health benefits
- Excellent oral, written and interpersonal skills
- Must be computer literate and proficient in the following programs:
- Microsoft Word
- Excel
- Microsoft Office Outlook
- The Internet
- Must have a working knowledge of payroll procedures
- Must understand privacy laws and maintain a working knowledge of laws concerning all health benefits
- Required criminal history background check and proof of U.S. citizenship or legal resident alien status.
REPORTS TO:
Human Resource Administrator
JOB GOAL:
Oversee the proper administration of all health benefits.
PERFORMANCE RESPONSIBILITIES:
- Assist the Human Resource Administrator in the preparation and planning for all contract negotiations with bargaining units.
- Prepare yearly contracts and computations for all employees.
- District Liaison - works with the district Healthcare Provider /o get quotes for negotiations and attends workshops for their products.
- Inputting of Healthcare, Prescription and Dental information to ensure employees' coverage begins timely.
- Manage the compliance of benefit forms to ensure accuracy and communicate to participants any discrepancies requiring new forms to be completed.
- Oversees the production of all benefit plan communication materials and ensure the timely delivery of all benefit forms and enrollment materials to eligible associates.
- Maintain healthcare, prescription and dental records - making sure all information is correct for accuracy in billing.
- Prepare monthly healthcare, prescription and dental spreadsheets for payment.
- Administer and track COBRA benefits to all eligible employees.
- Administer and track FMLA to all eligible employees.
- Administer and track NJFLA to all eligible employees.
- Workers' Compensation - follow up with doctors, employees and carrier.
- Input daily attendance for all employees.
- Provide monthly attendance reports to all schools.
- Provide attendance records to principals, as needed.
- Responsible for tracking sick leave.
- Responsible for tracking personal leave.
- Responsible for tracking vacation.
- Works with payroll to reconcile salaries.
- Attends monthly Safety Meetings.
- Assists HR Administrator in supervising the School Nurses.
- Attends workshops to update new healthcare laws.
- Initiate, participate in and complete special projects that enhance the overall performance of the department.
- Oversee system and data base maintenance and updates to ensure accuracy and integrity.
- Confidential Office Manager when the Office Manager is absent.
TERM OF EMPLOYMENT:
12 Months. Salary to be determined by the Board of Education.
EVALUATION:
Performance will be evaluated in accordance with Board policies and procedures on the evaluation of professional staff.
